我国住房公积金管理体制及运营模式改革探讨

【摘要】 我国住房公积金制度发展至今,其发挥作用的经济社会环境已经发生了巨大的变化,这给我国住房公积金制度重新定位带来重大机遇,同时也对住房公积金管理体制和运营模式提出了更高要求,即管理机构必须遵循安全性和流动性的资金运作原则才能更好发挥保障性作用。现阶段应将住房公积金明确定位于政策性金融,将住房公积金管理中心改造为政策性住房金融机构,纳入金融监管体系,并建立专门的行业监管机构;同时还需要完善强制储蓄的补偿机制,打破公积金封闭运行系统、建立资本金制度。

【Abstract】 With great changes taken place to the social and economic environment where the system of housing provident fund lies in,it takes an important opportunity to the re-positioning of Chinese housing provident fund system as well as much higher requirement on its management system and operating model.That is to say,management institution needs to follow the rules of safety and liquidity of fund so that it can play a better role.The paper tries to clarify that housing provident fund should be positioned as policy-oriented finance and change the management center of housing provident fund into policy-oriented financial institution which should be integrated into the whole financial regulatory system.Furthermore,a special industrial regulatory institution should be established and it also needs to improve compensation system of compulsive savings as well as break down the close-ended fund system to set up capital fund system.
