【Abstract】 As a pilot project of the national reform in educational system,setting up Open University is a strategic choice in the construction of a learning society.Being a new educational model,Open University seeks its special development objectives and functions,which will highlight its important position in the society and is shown great concern by the government.In the initial stage of the establishment,Open University must balance its relationship with the government which is represented by determining the governmental role in the operation of the university which in turn determine if the university will be able to grow smoothly.更多还原
