【摘要】 改革是加快转变经济发展方式的强大动力,加强改革的顶层设计和总体规划已提上了议事日程。这是一项十分复杂的系统工程,要给出满意的解决方案,首先要界定问题,从方法上寻求突破。本文是借助于设计科学的研究成果,对中国改革的顶层设计和总体规划的方法进行探讨。重点阐述五个方面的内容,一是确立愿景梳理谜团;二是系统性思维;三是综合设计阶段性目标;四是约束条件分析;五是实现路径选择。本文的结论是改革需要思想解放,而思想解放的关键在于思想方法突破。更多还原

【Abstract】 Reform can greatly facilitate the transformation of economic development model.Recently,the top-down design and planning of China’s reform has been put on the agenda.To run this grand scheme,a definition of the problems must be given in the first place and then a new ideology is to be adapted.By reference to the achievements in design science,this paper takes tentative steps towards the top-down design and planning of China’s reform.It covers five aspects.Firstly,it defines the problems;secondly,it discusses a systematic approach;thirdly,it sets the objectives;fourthly,it analyzes the limitations;fifthly,it states how to carry out the scheme.Last,it comes to the conclusion that reform requires the emancipation of the mind,and the key to it is a new ideology.更多还原
