【摘要】 通过解析省域城镇体系规划的内涵和特征及对3种实施评估理解的分析,以公共政策为视角,在"以人为本、尊重事权、挖掘本质、研判环境"4个评估原则基础上,初步提出了"城乡发展总体情况、城乡空间资源配置、支撑体系建设、空间管制实施情况"四项基于现实实施的规划内容评估指标,及"下层次规划、配套政策"两类基于直接实施的规划手段评估指标,并列举了"社会指标分析、成本收益分析、监测平台辅助分析"3种评估的具体方法。更多还原

【Abstract】 This paper analyzes the connotation and characteristics of provincial urban system planning, and examines three types of understanding of the implementation evaluation. From perspective of public policy, this paper points out four evaluating principles: people-oriented, respecting administrative power, exploring the mechanism or reasons, judgment on external environment. It proposes four evaluation indexes in planning contents: urban and rural development, spatial resources allocation, supporting system development, space control. It also indicates two evaluation indexes in planning approach: lower-level planning, matching policy. In the end, it lists three evaluating methods: social indexes analysis, cost-benefit analysis, monitoring platform aided analysis.更多还原
