【摘要】 农地转非过程中产生的巨额增值空间成为政府、社会和农民三方博弈的焦点。土地增值的分配机制构建也各有所见。在涨价公私兼得、合理分配的前提下,提出以各方权利贡献度作为农地增值的分配依据,利用"表象-本质"法纵横分析,厘清各方贡献出的子权利和农地增值的驱动机制,并给出各子权利价值的计算方法。构建出了更为合理、公正的农地增值分配体系,兼顾了农地转非中的效率和公平。更多还原

【Abstract】 The huge land value increment because of farmland changing into non-agriculture use,is becoming the key balance point between government,society and farmer.People have different opinions on the land increment income distribution system.Under the balance between public and private,reasonable distribution,this paper raise the contributed rights as the distribution base of the land value increment,utilizing the presentation and essence analysis to find out the driving system of sub-rights and farmland increment income from each side,and providing the computing method of sub-rights value.More reasonable and fair farmland increment income distribution system is constructed,taking into consideration of the efficiency and fairness in farmland change.更多还原
