【摘要】 为保障农民工教育培训权利,必须加强农民工教育培训立法,构建农民工教育培训责任承担机制;经费筹措、使用和管理机制;培训监督机制。当前,农民工教育培训立法具有坚实的现实基础、法制基础和政策基础。《农民工教育培训法》应该实现提高农民工职业技能和现代文化素质,保障农民工教育培训权利的实现和促进社会和谐的立法目的。遵循义务教育培训、三位一体的义务承担主体、教育培训信息互通以及教育培训资金承担与教育培训实施相分离且相互监督的原则等。在上述立法目的和原则的指导下,制定《农民工教育培训法》,构筑多层次的制度保障体系,分层分级实施农民工教育培训。更多还原

【Abstract】 In order to guarantee the rights of farmer worker’s education and training,it is necessary to strengthen farmer worker’s education and training legislation and construct the responsibility mechanism,raising,using and managing money mechanism and supervision mechanism.At present,farmer worker’s education and training legislation has a solid basis in reality and legal system and policy.The purpose of Farmer Worker’s Education and Training Law is to improve farmer worker’s skills and educational level and guarantee the realization of the farmer worker’s training rights and promote social harmony.In addition, some principles should be followed,such as the principle of compulsory education and training,the principle of exchanging the information of education and training and so on.According to the aim of legislation and the principles,farmer worker’s education and training law is made,guaranteeing system is established,and farmer worker’s training is carried out in different levels.更多还原
