省级政府综合应急管理WebGIS平台设计与实现
Design and implementation of WebGIS for provincial government emergency management
【摘要】 本文针对省级政府突发事件综合应急管理,利用地理信息系统、网络服务等技术,采用基于面向服务(SOA)的体系结构,以B/S方式构建一个分布式的省级政府综合应急管理WebGIS平台。该平台以空间信息的共享和建设为主线,用松散耦合的方式有效整合基础地理信息、社会经济和人口信息及各行业专题资源信息,是一个集各种应急指挥信息可视化显示和综合查询分析等功能为一体的辅助决策支持系统,为应急指挥部门的应急事务管理和处置提供一个统一高效的途径。本文重点介绍了平台架构设计、应急业务功能分析及系统功能设计和实现。
【Abstract】 This paper introduced a distributed WebGIS platform for government comprehensive emergency management.This platform used the technologies such as Geographical Information System(GIS),Web Service etc.based on Service-Oriented Architecture(SOA).The platform took the geospatial information sharing as the main clue,and effectively integrated fundamental geographical information,social economy and population information with thematic resource information of all industries.It was an efficient and convenient professional platform for government emergency management with the integrated functions of decision making,object search,spatial analysis,information management,and the disposal for emergency risk using a unified geospatial framework.The main goal of this paper was to introduce the design of system architecture and framework,analysis of business process and implementation of system function.
