“大部制”改革背景下我国地方政府社会体育行政改革研究
Research on Social Sports Administration Reform of Local Government in China under the Background of the "Super-Ministry System" Reform
【摘要】 对现阶段我国地方政府社会体育行政的基本特征、运行中存在的问题进行了分析,结果表明,转变地方政府市级社会体育行政职能,确立了以"管"为其主要职能,区一级社会体育行政与文化、教育等部门整合,为推行《全民健身计划纲要》已建立起各级全民健身工作委员会,由此构成了现阶段我国地方政府社会体育的行政体系。但在运行中存在着职能交叉、区(县)社会体育行政整合后职能弱化、地方政府各相关部门相互间缺乏一定沟通与协调等问题。因此,在对上述问题进行探讨的前提下,依据现阶段我国地方政府机构改革所探索的"大部制"背景,提出从合理利用体育资源的角度出发,地方政府(市县区)社会体育行政应建立由教育部门统筹管理社会体育的行政体系。
【Abstract】 This study has analyzed the basic characteristics and the problems existing in the operation of social sports administration of local government in China at present.The results show that the functions of social sports administration at the municipal level of local government has been transformed,the major function of management has been established,social sports administration at the district-level has been integrated with departments of culture and education.For the implementation of the National Fitness Program,the National Fitness Working Committees at all levels have been established,which constitute the administrative system of social sports of local government at the present stage.But in the process of operation,this system has some problems,such as overlapping functions,weakening social sports administration at district(county) level after integration,lacking of communication and coordination of local government among the relevant departments,etc.Therefore,under the premise of the problems above discussed,and in accordance with the "Super-Ministry System" background,exploring the current institutional reform of our local government,the author proposes that from the perspective of a reasonable use of sports resources,local government(city,county and district) should establish social sports administration system that is managed by the education administration.
