【摘要】 "十一五"期间,各省设立了省级环境保护专项资金,制定了相应的环保专项资金管理办法。资金监管和使用得到逐步规范,对各地环境污染防治工作起到很大的促进作用。通过分析全国31个省和5个计划单列市的环保专项资金管理办法,对各地环保专项资金的来源和构成、支持范围、资金分配方式、管理措施和相关制度等进行了对比分析,总结有益做法和经验,从资金支持方向、过程监管、绩效管理、资金分配等方面提出建议,为各地完善"十二五"期间环保专项资金的管理提供借鉴。更多还原

【Abstract】 During the "Eleventh Five-Year Plan" period,each province established the provincial special funds for environmental protection and formulated corresponding management measures for the funds.The supervision over and utilization of the funds have been gradually developed,contributing more to the environmental pollution prevention throughout China.In this paper,by analyzing the management methods for the funds of 31 provinces and 5 municipalities with independent planning status,it makes a comparative analysis on the sources,structures,scope of support,allocation,management measures,relevant systems,etc.of regional special funds for environmental protection,and summarizes helpful practices and experience therefrom.Finally,suggestions are made from aspects of financial support direction,performance management,factors of fund allocation,project management,etc.,providing reference for perfecting the management of the special funds for environmental protection throughout China during the "Twelfth Five-Year Plan" period.更多还原
