【摘要】 金融危机背景下尽管我国的就业形势比较严峻,但技能人才仍然处于短缺状态。通过考察西方国家解决技能人才短缺问题的历史,可以看出实现技能人才的有效供给至少需要具备四方面基本条件,即企业与社会应承认技能人才的人力资本价值、形成具有协同性的技能人才开发与供给系统、为实现技能人才的劳动价值创造适宜的微观与宏观环境、因地制宜的制度创新等,为此需建立以市场、企业、学校、政府四种激励为核心的激励模式来保障供给过程的良性运转。更多还原

【Abstract】 Under the financial background,despite of serious employment position,skilled talents is still in shortage.Examining history of solving the problem of skilled talents shortage in western Countries discovered that,the achievement of effective supply of skilled talents demand four basic conditions at least,these are:enterprise and society acknowledging the human capital value of skilled talents,forming harmonious skilled talents development and supply system,creating adaptable micro and macro environment for achieving the labour value of skilled talents and achieving the systematic innovations of adjusting measures to local conditions.Therefore,in order to assure well operation of supply process,four inspiration models taking market,enterprise,school and government as the core should be built.更多还原
