防洪减灾能力评价指标体系和评价方法研究

【摘要】 构建了防洪减灾能力评价的指标体系,提出了评价模型,采用层次分析法,结合专家意见对防洪减灾能力进行了评价方法研究,最后以淮河流域中游为例,对该区域的防洪减灾能力进行了评价,这里虽以防治洪涝灾害的能力评价为例进行了阐述,但对防治其它自然灾害能力的评价亦具有借鉴意义。

【Abstract】 This paper establishes evaluation index system for regional flood control and disaster reduction capacity,proposes evaluation model and adopts analytical hierarchy process to study the evaluation method of regional flood control and disaster reduction capacity in combination with expert opinions;it takes an example of the middle reach in Huaihe River Basin to evaluate flood control and disaster reduction capacity in this region.Notwithstanding the paper takes an example to evaluate flood disaster control capacity,it may also serve as a reference for the prevention and control of other disasters,provides demonstration for the evaluation of disaster reduction capacity in China.
