基于AHP的廉租房融资模式研究

【摘要】 针对资金来源成为廉租房制度实施的瓶颈问题,运用层次分析法(AHP),分析了创立房地产信托基金、扩大住房公积金规模、征收住房保障税三大廉租房融资模式,构建了廉租房融资模式递阶层次结构模型,据此分析可得出结论:创立房地产信托基金为廉租房融资的首选模式,扩大住房公积金规模模式次之,征收住房保障税模式应作为最后的选择.

【Abstract】 In view of the actual situation that the source of funding becomes a bottleneck of implementation of lowrent housing system,this paper use Analytic Hierarchy Process(AHP) to analyse the creation of Real Estate Investment Trusts fund,the expanding scale of housing accumulation fund,and the collection of housing security tax.A model of low-cost housing financing hierarchy is built,which comes to the conclusion:the creation of Real Estate Investment Trusts fund is the first choice for low-rent housing financing,followed by the expanding of the scale of housing accumulation fund,and the collection of housing security tax could be the last choice.
