【摘要】 为了给农村土地产权制度改革提供政策建议和改革方向,采用参与式快速农村评估。研究结果表明,农村基层干部普遍认为农村土地集体所有,集体成员处于动态变化之中,集体所有权权能不完善;耕地撂荒和土地细碎化严重,土地承包期太长。研究结论:坚持农村土地集体所有,建立农户退出机制,赋予所有者完整的所有权权能,建立动态化土地流转机制,建立农户分享发展成果机制。更多还原

【Abstract】 The purpose of this paper is to know about land property right awareness of cadres at the grassroots level in countryside and provide policy suggestion and reform direction for land property right reforming.Method of participatory rural appraisal is implied.The result of study indicates that viewpoints of rural land owned by collected,collective member in developing,land property right capacity non-perfect are commonly hold by mass cadres at the grassroots level.Viewpoints of leaving cultivated land,land broken bits,long contractual scheduled time are also hold.The conclusion of this paper shows that rural land owned by collected,building peasants remove mechanism,giving owner the whole capacity,building dynamic landt ransfer and achievement sharing mechanism.更多还原
