【摘要】 为探索增加开发耕地、实现耕地占补平衡的途径,通过论证土地整理项目控制规模的"大"和可整理耕地后备资源现状的"小"之间的矛盾,解决"小"块土地整理的途径;通过比较土地整理主体政府和社会之间的差异,解决"小"块土地整理的管理方式;探讨需要整理的"小"块土地如何得到开发资金、"小"块土地整理如何转化为现实的农业生产力。土地开发整理国家收购制度对增加耕地面积来说是一项有效的制度。目前,需要在思维转变、政策安排等几方面做出调整。更多还原

【Abstract】 This paper,aiming at adding plowlands and balancing occupied and compensated plowlands,discusses the contradiction between the "big" land consolidation project and the "small" reserved arable lands,studies the means,management,and capitals to consolidate the small lands,and illustrates how to convert the small lands to agricultural productivity.This paper concludes that the national purchase system is an effective system to add plowlands and suggests some adjustments in minds and policies.更多还原
