【Abstract】 After the analysis of the performance evaluation based on the discharge standard of water pollutants for paper industry of Shandong Province,this paper shows the effect of local discharge standard in improving energy conservation,emission reduction,structural adjustment,technical progress and environmental quality improvement of high-consumption and high-emission industries.During implementing the scientific concept of development and promoting environmental protection,local discharge standard is the powerful tool of environmental management by using legal,economic,technological and necessary administrative measures.更多还原
