【摘要】 随着煤炭开采项目的发展,环境问题越来越突出。所以在项目建设中,要强调环境影响评价工作,而公众参与在环境影响评价中是不可缺少的一部分,具有非常重要的作用。为推进和规范环境影响评价活动中的公众参与,2006年2月环保部出台了《环境影响评价公众参与暂行办法》。虽然暂行办法的出台发挥了一定的作用,但煤炭开采项目环评公众参与还存在很多的不足,公众参与的有效性差。针对这种情况,本文分析了煤炭开采项目环境影响评价中,公众参与存在的问题,并提出了相应的对策,促进环境影响评价中的公众参与能够有效地进行,为环境管理提供依据,促进经济协调发展。更多还原

【Abstract】 With the development of coal mining project,the environment problem is becoming very serious,so the work of environment impact assessment is more and more important in the process of coal mining project.Public participation is important as a part of environment impact assessment.In order to promote and regulate the public participation in environment impact assessment activities,the Interim Procedures of Public Participation for EIA was enacted by ministry of environmental protection of the people’s republic of China in February 2006.Although the interim measures play certain roles,there are still many problems of public participation in EIA and the effectiveness is bad.For this,the existing problems of public participation in environment impact assessment are analyzed,and corresponding strategies are made.It will make China public participation of environment impact assessment effectively carried out,provide the basis for environment management and promote economy to develop coordinately。更多还原
