【摘要】 目的:探讨高效合作医疗定点医疗机构监管体系的理论要求以及现有体系与这些理论要求间的差距。方法:以系统论为指导构建高效监管体系的理论框架并对照该框架检查现有体系存在的问题。结果:提出了由"目标规划、基础设施、信息系统、决策指挥"4大要素构成的模型,分析了现有监管体系在这4个方面所存在的主要问题与不足。结论:我国现有监管体系在每个方面都有很多需要改进的地方,尤其是在基础设施和决策指挥方面更需要尽快改进。更多还原

【Abstract】 Objectives:This paper discusses requirements of effective monitoring and management system for certified hospital of Coop-erative Medical Scheme and examines problems existent with current systems in China.Methods:we derived theoretical framework using sys-tems theory first,and then examined existing systems in China accordingly.Results:Atheoretical framework was put forward consisting of planning,infrastructure,information,decisionmaking and stewardship,and specific problems with current systems in each of these areas were identified.Conclusion:Problems exist in each component of current systems and the gap between the desirable and actual conditions is espe-cially significant in areas as planning,information system and decisionmaking and stewardship.更多还原
