【摘要】 本文主要研究了政策激励对资本区位选择、集聚、社会福利的影响。认为政策激励既不能改变资本的区位分布,也不能弥补地区投资环境中的严重缺陷,产生积极的外部效应。关联地区的政策竞争没有促进该地区福利改善,甚至造成了该地区的福利损失。以往以及现行的地方优惠政策只能是在投资环境不完善条件下的短期诉求,是对较高商务成本的一种政策性弥补,是一种"反常态政策",区域经济发展必须诉诸于有形资本、人力资本和体制资本的形成。更多还原

【Abstract】 This paper studies the impact of policy incentives for capital location decision,agglomeration and social welfare.We find that policy incentives do not change the location of capital distribution,and can not compensate for serious shortcomings in the investment environment,or produce the desired externalities.The policy competition between associated areas did not to improve the welfare of the region,even resulted in welfare loss,which are only short-term demands in the imperfect investment environment,and make up the higher business costs as a kind of "anti-normal" policy.regional economic development must resort to physical capital,human capital and institutional capital formation.更多还原
