城市燃气管网风险评价体系研究

【摘要】 基于城市燃气管网的事故特点,论述了建立风险评价体系的原则和基本假设,以及建立风险评价体系的主要步骤。介绍了KENT评分法中相对风险系数的概念和计算方法,失效总分、泄漏影响系数、介质危险性系数和扩散系数等参数的意义和相互关系。针对KENT评分法对于我国城市燃气管网的不适用之处,根据管道的历史泄漏记录、蓄意破坏的损失特点、环境风险、工作压力与人为误差对建立风险评价指标体系的影响,提出了对KENT评分法的指标体系加以修正的方法,可为城市燃气管网的风险评价提供参考。

【Abstract】 In view of accident characteristics of urban gas pipeline networks,principle and basic assumption to set up risk evaluation system as well as primary steps are dissertated.Conception of relative risk coefficient and its counting method in W.Kent Muhlbauer Scoring Method are introduced,also including parameters’ significance in failure aggregate score,leakage impact coefficient,medium dangeous coefficient and diffusion coefficient and their reciprocal relationships as well.In the light the the inconformity items in W.Kent Muhlbauer KENT Scoring Method used to assess the actuality of urban gas pipeline networks in W.Kent Muhlbauer China,based on the influence of history leakage record,loss behavior of sabotage,environment risk,operating pressure and personal error on the establishment of risk evaluation indexse system,method to amend the indexse system in W.Kent Muhlbauer Scoring Method is put forward,which can be taken as a reference for risk evaluation of urban gas pipeline networks.
