【摘要】 高等学校已成为我国目前科技创新的主体和重要发源地,为了激励专利创造,很多高校设立了专利基金.在此,综述了高校专利基金政策的实施现状与效果,从发明专利奖励力度、专利提前终止现象、国际专利的申请资助和奖励、专利许可/转让等方面探讨了目前政策中存在的问题,并结合自身管理经验,提出了相应的调整优化建议.更多还原

【Abstract】 Universities and colleges have become the main body and an important headstream of S&T innovation at present.Many universities and colleges have established patent funds in order to inspire patent creation.It summarizes the status-quo and effectiveness of the implementation of their patent fund policy,and discusses the problems in the current policy from the aspects of the awards for innovation patent,early termination of patents,financial aid and awards of international patent application,patent licensing/transfer,and so on.Combining the managerial experience from practice,it puts forward some suggestions for the regulation and optimization of the policy.更多还原
