我国技术创新影响因素的动态分析——基于SVAR模型的实证研究

【摘要】 运用SVAR技术建立SVAR⑶模型,探讨我国技术创新、R&D、科研人员和"市场换技术"制度之间的短期与长期关系。研究发现:除了R&D、科研人员之外,"FDI制度"是影响我国技术创新的另一个重要资源。短期内"FDI制度"通过市场替代机制改变了R&D、科研人员投入的激励机制,导致部分内资企业偏好引进技术的短期行为,抑制了自主创新,但长期内"FDI制度"带来的外资竞争和技术外溢效应促进了技术创新;技术创新与R&D两者互为因果、自我加强,科研成果对科研人员的反向激励和拉动作用不明显,"FDI制度"促进了R&D投入;技术创新的规模报酬递减,R&D是技术创新持续增长的主要保障。

【Abstract】 This article applies SVAR technology to build a SVAR⑶ model,discussing the short-term and long-term relations between technological innovation,R&D,researchers and system of "Exchange Market for Technology".Studies show that:first,other than R&D and researchers,system of "Exchange Market for Technology" is another important resource influencing technological innovation in China.In the short term,the system of "Exchange Market for Technology" changes the incentive mechanism of technological innovation investment through market substitution mechanism,which leads to part of domestic enterprises preference to introduce technology and suppress independent innovation.But in the long term,the technology spillover effects of FDI that the system brings about promote technological innovation.Second,there is a reciprocal causation and interactive relationship between technological innovation and R&D,but reverse incentive and pulling function of the achievements in scientific research for the researcher growth is not obvious.System of "Exchange Market for Technology" accelerates R&D investment.Third,technological innovation exhibits diminishing returns to scale,and R&D is the major guarantee of the sustainable technological innovation growth.
