【摘要】 挖掘、交流和借鉴典型地区人文智慧,新型农村合作医疗制度的公共政策价值理念、演进逻辑和实践运转模式,对推动各地因地制宜创造性开展工作,无疑具有理论指导和实践借鉴意义。通过对近年来浙江省新型农村合作医疗制度因地制宜的探索和创新实践的持续跟踪、系统调研和梳理,以政府责任、价值取向、政策公平、运行效率和卫生正义为视角,实证剖析了其政策、筹资、补偿、管理及运作模式、典型经验和发展逻辑,为丰富和发展新型农村合作医疗制度理论,以及其他地区政府决策及完善制度提供路径选择及实践依据。更多还原

【Abstract】 To excavate,communicate with and learn human wisdom of typical regions,the value concept, evolving logic of public policy and practical operation mode for new rural cooperative medical system(NRCMS) are no doubt of theoretical guidance and practical referential meaning for promoting creative implementation combined with local characteristics.From the aspects of government responsibility,value tropism,policy fairness,efficiency and health justice,and based on the empirical analysis of public policy,financing,compensation,management and operation mode along with development experience logic,this paper attempts to provide practical basis and theoretical reference for enriching and developing the theory of NRCMS,improving the government decision-making and NRCMS systems in other areas,by exploring measures adaptable to local conditions for the NRCMS of Zhejiang province in recent years,in addition,continually tracking,systematically investigating and combing its innovative activity and practice.更多还原
