【摘要】 目的了解新农合基金的使用情况,找出存在问题并提出解决对策。方法通过分析公开发表的相关文献,对基金使用各项指标进行分析。结果新农合基金在2005年的平均使用率是73.6%±11.4%;农民住院呈现"高补偿比、低次均费用"和"低补偿比、高次均费用"并存的现象;各级医疗机构间住院补偿比没有拉开差距;县或县级以上医疗机构住院补偿费用占总住院补偿费用超过85%;门诊补偿比偏低。结论需制定科学的住院补偿比方案,同时增加保障项目、加大体检投入,以提高新农合管理水平。更多还原

【Abstract】 Objective To review the published studies on New Rural Cooperative Medical System(NRCMS)fund,analyze whether the fund allocation and the distribution of NRCMS was reasonable and try to resolve the problems.Method We adopted chi-square analysis to investigate various indexes on the usage of the NRCMS fund.Result the articles indicated that expenditures accounted for 73.6%±11.4% of the total financing.The inpatient had phenomenon of "Higher compensation rate and lower average expenditure per time" and "lower compensation rate and higher average expenditure per time".There was no enough difference on compensation rates among the three levels of hospitals.The county hospitals and higher hospitals utilized more than 85% of the compensation fund.The compensation rate on outpatient is on the low side.Conclusion We should design the compensation plan scientifically,increase the amount of the compensation items,increase the investment on physical tests,and improve the management level of NRCMS.更多还原
