基于和谐理念的毗邻城市河流综合治理

【摘要】 通过研究河流健康的影响因素与基本要求,寻求维持河道行洪功能与生态环境恢复的契合点,指出河流修复应该是在新环境条件下逐步恢复河流的各种功能,同时提出处理好河流综合治理中的几个主要制约关系.重点对北方毗邻城市河流滩地防风固沙、改善生态环境的综合治理模式进行研究.选择典型河段进行分析,提出了既解决河道治理与生态恢复又解决临河城市发展建设,使城市可持续发展与河流健康形成和谐互促关系的治理原则.通过实施防洪与生态总体工程和非汛期湖景区工程,提出了河道整治、生态恢复、景观营造的一体化的综合治理模式,可以最大限度实现资源、景观、环境、生态与效益的结合.

【Abstract】 In order to find the correspondence of maintaining the function of flood discharge and restoring the ecological environment through researching the factors and requirement of river health,the view has been made that restoration of a river is restoring its functions gradually with a new environmental condition;and how to deal with some relations upon the comprehensive harnessing has been pointed.The authors laid special stress on analysing a comprehensive harnessing mode which makes a widespread technical significance and leads the way to hurricane lamp and soil holding on the floodplain of the river,forestations and improving the waters environment in the rivers that lack of water in the north.The authors discussed the method of comprehensive harnessing for the typical reach and engineering,and have given training principle.By putting the general engineering with flood control and ecology as well as landscape engineering with lake into practice,the synthetical scheme with river training,ecological environment restoration and sight constructing has been brought forward in order to realize combining the resources,the sight,the environment,the ecology and the benefit to the maximum.
