【摘要】 目的:了解政府购买农村公共卫生服务绩效合同管理政策在河南省卫Ⅺ项目县开展情况,发现可能存在的问题,为进一步完善与推广该政策提供依据。方法:利用问卷调查、深度访谈及机构调查等方法对政策的执行方向、设计、效率、公平性及回应度等进行评估。结果:试点地区,政府购买农村公共卫生服务的绩效合同管理使得农村公共卫生服务提供方的工作绩效明显提高,农村居民对公共卫生服务的可获得性增强。结论:政府购买农村公共卫生服务绩效合同管理政策的试点推进顺利,方向正确,并建立了农村公共卫生服务提供的有效激励机制。更多还原

【Abstract】 Objective:To understand implementation of performance-based contract for rural public health services purchased by government launched in the project Ⅺ pilot counties in Henan Province.To find the problems that may exist and to provide the basis to promote the policy for further improvement.Methods:Using questionnaires,interviews,institution investigation,and other methods to evaluate the implementation direction,design,efficiency,fairness,and degree of response of the policy,etc.Results:Public health services have been improved in the pilot areas.Public health service utilization of residents has been significantly improved.Conclusion:Performance-based contract for rural public health services purchased by government have advanced smoothly.The effective motivation mechanism of rural public health services delivery has been established.更多还原
