【摘要】 中国从20世纪末开始了社会福利社会化改革,在人口老龄化和政府职能转变的背景之下,养老服务体系已进入以社会化为重要特征的重建阶段,西方社会福利私营化等新的福利理念及实践对中国福利改革有多方面的借鉴意义,专业化已成为社会福利政策发展和实务操作的主要去向,非营利民间组织在社会化养老服务体系中扮演着关键性的角色,其地位可从效率和责任层面以及人文主义和成本效益层面来理解。政府应从对非营利民间组织的政策扶持和民间组织建立评估机制这两个主要的制度方面着手积极发展民间组织,促进养老服务的社会化。更多还原

【Abstract】 From the 20th century,China began the reformation of socializing the welfare system.Under the background of population aging and transformation of government functions,elderly service system has entered the rebuilding phase with socialization as its important feature.The ideas and practice of Western social welfare privatization has provided valuable reference for China.Non-profit and nongovernmental organizations play a key role in the elderly service system,which can be understood from the perspectives of responsibility efficiency and cost efficiency.Government should develop nongovernmental organizations from two aspects including policy support and system evaluation so as to promote the socialization of elderly service.更多还原
