【摘要】 采用理论研究方法,研究了耕地保护的有效途径。结果表明:(1)优质耕地具有数量少、产量高、易占用、难补偿4个特征;(2)划定优质耕地永久保护区,保护优质耕地(和园地)免于开发和破坏,并且质量稳定提高,对优质耕地实行永久、刚性保护;(3)优质耕地永久保护和基本农田保护在设立原则、保护数量、保护强度上有一定差别。最后提出优质耕地永久保护区划定是保护耕地的有效方法。更多还原

【Abstract】 The purpose of this paper is to approach effective way to protect arable land with theory research methods.Results indicated that high-quality arable land have four features of small amount,high yield,easy occupation and difficult compensation;that it is prerequisite to protect permanently and rigidly and to improve the quality stabily on high-quality arable land;that it is different among the principle of the establishment,the amount and strength of protection.It is concluded that it is an effective way to delimit permanent protection areas on protecting arable land.更多还原
