【Abstract】 The paper explains the meanings of the society by law and the harmonious society and arrives at the conclusion that government by law is the fundamental strategy of China,the construction of a harmonious society is the core task of the socialism with Chi-nese characteristics,with the fundamental strategy and the core task in one unity,the construction of a harmonious society is the natural continuation and inevitable result,and the goal of the national policy of China,government by law.The two are not constitutionally contra-dictory,but are in one unity,which is the historic process.更多还原
