【摘要】 政府决策中的公众参与是解决民生问题的制度选择。公众参与程度较低,政府决策公开征询不利,是我国当前政府决策中存在的主要问题。缺乏公众参与的利益表达和决策过程中的协商民主机制是造成问题存在的根本原因。为此,培育社会利益群体组织化的参与模式,建立公众参与的利益驱动、表达机制;同时将协商民主引入政府决策领域,确立政府决策中的对话、沟通制度是实现我国政府决策中公众参与的根本路径。更多还原

【Abstract】 Public participation in the decision-making of government is the system choice for the settlement of people’s well-being.The low degree in public participation and the lack of public consultation in the process of government decision-making are the main problems of current government decision-making in our country.The lack of the interest expression in public participation and the consultative democratic mechanism in the decision-making process is the fundamental cause of this issue.Therefore,the basic approaches to the realization of public participation in our government decision-making are to cultivate the participating mode of social benefit group systematization,to set up the mechanism of both interest expression and interest stimulation,to introduce consultative democracy into the field of government decision-making and to establish the dialogue and communication mechanism in government decision-making.更多还原
