【摘要】 为促进退耕还林工程建设的持续健康发展,深入分析了当前退耕还林工作面临的形势和外部环境,回答了当前形势下退耕还林是否要"继续退"、"能否退"和"怎么退"的问题。指出:改善生态环境、解决"三农"问题、应对气候变化等形势赋予了退耕还林新的使命,继续退耕还林具备良好的外部环境,要在科学规划的基础上继续稳步推进退耕还林工程建设。更多还原

【Abstract】 To promote the development of project for conversion of cropland to forest,the situation and external environment that the project faces are analyzed in this paper.Why and how to continue to implement the project are answered.It is pointed out that continuing to implement the project is the need of improving ecological environment,solving the’three rural’issues and facing climate change.Now,conditions have been ripe and the project must be carried out under scientific plan in future.更多还原
