【Abstract】 A city’s emergence and development is the result of a variety of factors. In the city’s changes and development, tolerance plays an important role. Tolerance has the characteristics of absorbing and integrating many functions. It supports and catalyzes the city’s formation and development. However, tolerance is not always favourable to urban development. Improper or missing tolerance will have a negative impact. Urban development and prosperity need scientific tolerance.
