【摘要】 根据区域可持续发展评价目标及综合评价指标的设置原则与选择方法,从经济、人口、资源、环境、社会5个方面设置27项二级指标,并选取具有代表性的54项三级指标,运用灰色关联分析法测算出与辽宁经济可持续发展关联最大的若干指标,并据此从财政角度提出促进辽宁经济可持续发展的对策建议:促进产业结构调整与产业升级,提高财政本身的可持续性,促进人口发展计划制定与人口素质提高,加大对资源保护和生态环境建设的支持力度,加大科技教育支出和提高社会福利。更多还原

【Abstract】 According to the establishing principles and choosing methods of evaluation goals and synthetic evaluation indicators of regional sustainable development,27 sub-indicators are set from 5 aspects,namely,the economy,the population,the resource,the environment,and the society,and 54 representative indicators are selected as tertiary indicators.Some most related indicators with the sustainable development of Liaoning economy are estimated by gray relevant analysis method.Promoting countermeasures of sustainable development of Liaoning economy are proposed from fiscal perspective accordingly:promoting industrial structure adjustment and industrial upgrading,improving the fiscal sustainable ability,promoting the establishment of population development plan and the improvement of population quality,enhancing the support of resource protection and ecological environment construction,and increasing the expenditures on science,technology and education and improving social welfare.更多还原
