【摘要】 经济系统和环境系统是统一的,不能封闭孤立的研究人类经济活动。传统宏观调控政策关注调整人类自身的经济关系,对经济与环境之间的关系影响不大。我们以环境生产要素理论为基础,提出了基于环境容量生产要素市场的新型环境—经济系统协调调控机制,分析了这种调控政策的目标、手段和运行模式。这种宏观调控机制具有自动稳定性功能,宜同其他宏观政策一道作为常态政策类型,弥补传统宏观政策环境效应差的不足。更多还原

【Abstract】 The economic system and environmental system are unified,so economic activities cannot be researched isolatedly.The traditional macro-control policy focused on adjusting the economic relationships of human beings,which has little to do with the relationship between economy and environment.Based on the environmental production factors,this paper puts forward a new coordination and regulation mechanism concerning the environmental-econormic system,with the market of the environmental capacity production factors as the base.And the control policy goals,methods and operation mode were analysed too.The macro-control mechanism possesses an automatic stabilization function,which can,together with other macro-policies,complement the traditional macro-control policy which has a bad environmental effect.更多还原
