【摘要】 20世纪90年代,我国地方政府在行政改革的实践中提出了构建"服务型政府"的目标,它体现了政府的执政理念、职能、体制、运行机制及行为方式等方面的全面转型。服务型政府建设对我国政府绩效评估改革从理论和实践两个方面提供了支持,并对政府绩效评估提出了新的要求。因此,我国政府绩效评估必须适应服务型政府建设的需要,在价值选择、评估方式、指标设计和评估方法等方面加以改进和完善。更多还原

【Abstract】 In 1990s,the Chinese local governments set "Constructing the Public Service Government" as their goals in the practice of administrative reform,which indicates a comprehensive transformation of the government’s governing philosophy,functions,structure,operation mechanism and behavior models.When providing a good support to the reform of government performance evaluation in both theory and practice,the construction of public service government also makes further requirements for such a reform.Therefore,the reform of government performance evaluation must be adapted to the reasons of constructing public service government by developing the selection of values,the evaluating approaches,the design of indicators,the assessment methods and so on.更多还原
