【Abstract】 Silviculture is one of the five supporting industry of forest industry and seed is its base.There is serious shortage of production and management fees for seed orchard in the forest area in Heilongjiang province.There is no special fund and all the fees are solved by every corporation.The establishment of tree seed capital subsidy system will play an important role for improving the business position and seed’s usage ratio.更多还原
