【Abstract】 The official opening of direct cross-strait transportation by sea and air will have a profound impact on the port industry of Liaoning province.In 2009 the State Council of China ratified "The Development Plan of Liaoning Coastal Economic Belt",which indicates that Liaoning Coastal Economic Belt becomes national strategy and Liaoning’s port consruction and development is adopted in "The Development Plan of Liaoning Coastal Economic Belt".With the actual situation of Liaoning’s port construction and development and the impact of direct cross-strait by air and sea on the port industry of Liaoning,this thesis studies the related policies and legal system as well as the urgent need for a sound legal system for the port industry of Liaoning Province.更多还原
