【摘要】 成本上升、市场低迷加之政策调整,促使东部制造业率先向中西部和东南亚地区转移。河南省近年来承接东部产业转移的规模逐年增大,工业增加值增速加快。在下一步产业承接中,应优先考虑农副产品加工业等劳动密集型产业,延伸农产品加工链条,促进传统农业改造;继续以六大优势产业为承接重点,夯实工业基础培育地区竞争力;加强与省外经济、国外经济的联系,促成与开放型经济相适应的产业结构。在承接过程中,当地政府应营造创新承接产业转移的环境和体制机制,以降低企业的转移成本;同时,另一主体——返乡创业农民工的作用也不容忽视。更多还原

【Abstract】 Rising costs,the market downturn coupled with policy adjustments facilitate the manufacturing sectors in East China first to move to the Midwest China and Southeast Asia.In recent years,Henan province each year undertakes larger-scale,and industrial added value growth rate accelerate development.Next,we should give priority to labor-intensive industries such as agricultural and sideline products processing industry to promote the transformation of traditional agriculture,and focus on six priority industries for accepting,consolidate industrial foundation to cultivate the region’s competitiveness.The local Government should create environmental and institutional mechanisms to reduce the cost of the transfer of business;the role of off-farm workers who have returned home for venture can not be overlooked.更多还原
