【Abstract】 Industrial transferring shall concomitant with contamination in varying degrees.When the under-developing areas awarded the benefits from industrial undertaking,they have to bare the environmental risks at the same time.It is seems as a irresoluble dilemma.The paper made an analysis on the ethical aberration of previous development zones during the industrial transferring from the aspects of uncertainty of environmental ethical,regional balance,regional image and so on,and elaborates the beneficial factors and environmental dilemma for the under-developing areas to undertaking industrial shift.As a conclusion,the paper put forward a suggestion that the governments shall take the social responsibility for promotion industrial transferring and undertaking.更多还原
