【摘要】 以政府、建筑企业群体和建筑使用者支付函数为研究对象,建立"政府?建筑企业群体非对称博弈"和"建筑企业?建筑用户博弈"两类模型;分析各参与主体的利益选择。结论表明,要促进建筑节能尽快市场化,实现政府节能减排目标,合理、有效的激励约束机制是关键。最后探讨了国内外在建筑节能政策保障机制上的安排和启示。更多还原

【Abstract】 According to the total return analysis of government,building enterprise community and building users,this paper presents two models: "asymmetric game between government and building enterprise community" and "game between building enterprise and building users".The key to promote the marketization of building energy saving and realize the goal of energy saving is to take reasonable and effective policies of incentive and constraint.At last,some measures of policy security mechanism for building energy at home and abroad are discussed.更多还原
