【摘要】 科学基金制已形成"科学民主、平等竞争、鼓励创新"的运行机制和决策、执行、监督、咨询相互协调的科学基金管理体系。但科学基金制却面临着科学基金法规不完善、绩效评估体系不健全、资金分配不公等诸多挑战,更需要制定科学基金法、健全绩效评估体系、加强基金调控等措施,以推动科学基金制的健康发展,促进科学基金文化的完善。更多还原

【Abstract】 Scientific fund system has formed the operating mechanism of "science democracy,fair competition,encourage innovation,"and scientific fund management system of decision-making,implementation,supervision and consulting coordination.The development of scientific fund system,however,still faces many challenges,such as incomplete regulations,unsound performance appraisal system,and unfair fund distribution…etc.It is proposed in this paper that in order to promote a good order of development of scientific fund system and improvement of the scientific fund cultures,relevant measures,developing scientific fund act,improving performance appraisal system and strengthening fund control must be taken.更多还原
