【摘要】 地方综合科研机构一直存在于我国科研体系中。本文运用准公共品理论,分析了产业共性技术的"准公共品"属性,这些属性决定了产业共性技术供给具有市场失灵、政府失灵和组织失灵三大特征。为促使技术进步成为推动经济增长的主要因素,地方政府需要地方综合科研机构从事产业共性技术研发和公益性技术研究与开发,从而在从理论上阐释了地方综合科研机构存在与发展必然性。更多还原

【Abstract】 Regional comprehensive research institutions are part of our country’s scientific research system.This paper applies quasi-public goods theory to analyze "quasi-public goods" properties of industry generic technology,which determine market failure,government failure and organizational failure of generic technology supply.In order to enable technological progress become the main driving force of economic growth,a regional government should require a comprehensive research institution engage in R&D of industry generic technologies and public welfare technologies,which in theory explains necessity of the existence of the regional comprehensive research institutes.更多还原
