【摘要】 预警管理运行机制由预警模型、运行模式和绩效评价等构成,是预警管理的研究重点。针对长江水上交通安全预警现状,提出了基于指标预警和因素预警的综合预警模式。通过整合多信息来源的安全预警信息采集技术和信息发布技术,提出了预警信息整合平台的系统框架。最后,运用层次分析法,探讨了基于上级评价、自我评价和社会评价的绩效评价模型。更多还原

【Abstract】 Alerting management operation mechanism is essential for alerting management,which consists of alerting modeling,operation mode and performance assessment.To deal with the waterway traffic safety alerting situation,this paper puts forwards a composite alerting model combined with alerting indicators and factors.Furthermore,it sets up a framework of alerting information operation by using multi-channel gathering technique and WEB.Finally,it discusses the performance assessment modeling based on superior-evaluation,self-evaluation and social-evaluation by using AHP mothod.更多还原
