【摘要】 "和谐社会"是当今中国社会发展的主流,可是各类突发公共事件却越来越成为构建和谐社会的隐患,如何有效应对、妥善处理并预防类似"太湖蓝藻"突发事件的发生,维护环境安全,已成为环境保护工作的重大新课题。面对环境安全事故及跨流域、跨区域环境污染事故的频繁发生,应从排查污染隐患、建立完善的环境应急响应体系、加强环境应急基础设施建设等方面入手,减少事故的发生,减轻对环境的危害。归根结底要靠各级政府积极改变行政理念,在政府行政与自然环境的博弈中寻求一个支点使其达到平衡。更多还原

【Abstract】 "Harmonious society" is the mainstream of contemporary China’s social development,but all kinds of public emergency has increasingly become a hidden danger to building a harmonious society.It has become an important new topic for environmental protection to effectively respond to,properly handle and prevent the emergencies similar to "blue-green algae in Taihu Lake",and maintain environmental security.In face of the frequency of environmental safety incidents and inter-basin and inter-regional environmental pollution accidents,some measures such as should be taken from investigating potential contamination,establishing a sound environmental emergency response system,and strengthening environmental emergency response infrastructure to reduce accidents and harm to environment.In short,governments at all levels should change their administrative concept positively and seek a pivot to reach a balance between government administration and natural environment.更多还原
