【摘要】 公民政治权利的确立、发展与政治发展密切相关。国家的独立与统一是公民政治权利确立与发展的基本前提;健全的法律与制度是公民政治权利确立与发展的制度基础;独立的公民社会是公民政治权利确立与发展的社会基础。中华人民共和国成立后,公民政治权利确立与发展所需的条件得到了部分地满足。这既是当代中国公民政治权利得以确立和发展的原因,也是当代中国公民政治权利之所以屡遭挫折的原因。而尚未具备的条件也指明了进一步促进公民政治权利成长的举措。更多还原

【Abstract】 The establishment and evolution of political rights depends on the stage and the degree of the political development.National independence and unity is the essential prerequisite of the political rights.Legal system and institutions serves as institutional conditions and civil society as social conditions.The founding of People’s Republic of China achieved national independence and national unity as well as a strong central government.All of the achievements laid partial foundation for the establishment and evolution of political rights.That is to say,for the lack of civil society as well as necessary legal systems and institutions,political rights experienced a tortuous course in China.According to this,we should take measures to improve civil society and to construct efficient government system so that political rights will be in progress.更多还原
