【摘要】 运用文献资料和逻辑分析等方法,对足球裁判自由裁量权进行了法理性分析,认为裁判在比赛事实判断中运用自由裁量是足球裁判活动中的基本因素。在此基础上,分析了足球裁判自由裁量权的权力有限性、关联性、价值取向性和易滥用性等特征;分析了防止其滥用权力的必要性,并进而提出从法理上认识裁判自由裁量、建立裁判自由裁量的行使规则和强化对足球裁判自由裁量的监督等途径,以保证足球竞赛活动的有序发展。更多还原

【Abstract】 By using the document and logical analysis method,this paper makes a legality analysis on the restrict of free discreation of football referees,and finds that the use of free discreation is the fundamental factor of football referress’ activity.And then,the paper analyzes the finiteness,relerance,worthwhileness and abuse of free discreation;analyzes the necessary of preventing the misuse of free discreation.At last,the paper proposes some countermeasures in order to prompt the orderly development of football games.更多还原
