【摘要】 经历了20余年的艰难探索后,我国社会保障体系的框架已经基本形成,水平不断提高,制度日臻完善,一种社会保障的"中国模式"日渐清晰。这一模式的形成可从三方面予以解析:首先,比历史上欧美国家艰难和"残酷"得多的环境和条件以及承担的改革转型时期的功能期待,构成了社会保障"中国模式"的基础。其次,国家决策、国家调控、国家管理的"国家主导型"体制是中国社会保障的体制特征。第三,目前存在的问题不是社会保障"中国模式"的本质特征。今后中国社会保障要实现城镇型→全民型、差别型→公平型、保障型→福利型、政策型→法律型的转变,以使社会保障"中国模式"的优越性和魅力全面地展现出来。更多还原

【Abstract】 After hard exploring over the past 20 years, the frame of social security system has basically formed in our country, its level is keeping upgrading, its system is improving, and a "Chinese mode" of social security is becoming obvious. The form of this mode can be interpreted in the following three aspects. First, the environment and condition harder and "crueler" than that in European and American nations, and its function expectance undertaken during the reform and transformation, have framed the basis of "Chinese mode" of social security. Second, the "state-oriented" system for national policy, national adjustment and control, and national administration is characteristic of Chinese social security. Third, the problems at present are not the essential characteristics of "Chinese mode" of social security. In future, Chinese social security needs to achieve the transformation from the pattern of cities and towns to universal pattern, from difference pattern to equality pattern, from security pattern to welfare pattern, and from policy pattern to law pattern, so as to fully display the advantages and charms of "Chinese mode" of social security.更多还原
