【Abstract】 As a basic component of administrative act research,the theory of administrative factual act is extremely weak in comparison with its "sister" relationship theory of administrative legal act.In China,with the development of the reform and opening up,the degree of political democratization,legal system humanization,economic market and social automation is keeping deepening,which calls for the effect of administrative factual act for nation.The academic concept of "administrative factual act" originated from the theory of "pure high-power administration" set up by the German scholar Waler Jellinek.This concept was enriched by French and German scholars,applied to the innovation of the theory required by the practical system,and benefited from the active practice and exploration of the whole world scholars.更多还原
