【摘要】 目的为了解第四轮中国全球基金艾滋病项目执行情况,全面把握项目工作进展,及时发现问题,为下一步工作提出建议。方法 7个项目省统一收集项目监督与评估指标数据,对数据进行总体评价。结果 2005-2008年间,达到预期指标的核心指标占所有指标比例(完成率)分别为68.8%,75.0%,88.2%和82.4%;各核心指标实际完成与预期值的比分别为32.8%～1 036.0%,68.5%～295.2%,89.3%～388.0%和93.9%～243.5%。2005-2008年,支持性环境、宣传教育及暗娼干预的完成率达到100.0%,而吸毒者干预、艾滋病咨询和艾滋病病毒感染者/病人的干预完成率分别为77.8%、87.5%和43.8%。结论 7个项目省(自治区)的各项目标和核心指标均取得了显著进展,2005-2008年,项目进展均越来越好,但对吸毒者干预和艾滋病病毒感染者/病人干预,尤其是对感染者进行基本的关怀和支持服务仍需要进一步重视,加大工作力度。更多还原

【Abstract】 Objective To evaluate the progress and implication of China Global Fund Round 4 AIDS Program and to provide advice and suggestion for the next progress.Methods Indicator data and information about program monitoring and evaluation were collected from the 7 target provinces and autonomous areas.Results From 2005 to 2008,the accomplishment rate which means the ratio of number of accomplished indicator among the number of all indicators were 68.8%,75.0%,88.2% and 82.4% respectively.The ratio of actual target versus expected target for each indicator ranged 32.8%～1 036.0%,68.5%～295.2%,89.3%～388.0% and 93.9%～243.5% from 2005-2008 respectively.The accomplishment rate of Support Environment,Publicity and Education,Intervention for female sexual workers reached 100.0%,however,the rates of Intervention for drug users,Voluntary consulting and testing(VCT) and the intervention for AIDS cases or HIV positive patients were 77.8%,87.5% and 43.8% respectively.Conclusions The China Global Fund Round 4 AIDS Program made progress smoothly during 2005-2008,however,more effects are needed to provide appropriate prevention and interventions among injecting drug users,and especially to scale up treatment of AIDS patients.更多还原
