【Abstract】 This papers expounds the people-oriented scientific outlook of development from the perspective of journal development, and proposes the ideas of finding organizing journals based on authors, reviewing journals based on experts, transmitting information based on readers, and managing the office based the editors. As a result, a kind of harmonious coexistence is built for the journal.
