【Abstract】 After twenty years’ research and development,cultural system has now become the mainstay in the construction of socialist modernization in China. Not long ago,the State Council issued the guidelines of the reform and development to the cultural and art organizations,which shows the reform in the cultural and art organizations has entered a substantive stage and also represents a milestone in the adjustment of our cultural strategy.
